Employment Application: Applicants will be issued an Employment Application, which shall contain relevant information and specific instructions regarding the completion of the application and job requirements. All requirements listed in the application must be met prior to the applicant being offered employment with the Ocean View Police Department. The application will contain specific instructions, which must be complied with. Failing to properly complete the application or failure to provide all necessary documentation required in the application, will be grounds for removal from the applicant process.
Pre-employment Written Exam: All applicants for employment shall complete a pre-employment written examination and a police interest questionnaire.
Currently the department utilizes the IPMA Police Interest Questionnaire (30 questions).
The PIQ exam is not a pass/fail exam. The results are used to determine an individual applicants compatibility with the police profession. Applicants are ranked in order of score. The IPMA Police Officer Exam (100 questions) is also utilized in conjunction with the PIQ. Minimum passing score is 70%.
INTERVIEW PANEL: All applicants must complete an interview, which is designed to examine the applicant's appearance, bearing, expressions, job knowledge, motivation and personality. The interview panel is a pass/fail, with passing applicants ranked via their performance.
CRIMINAL HISTORY CHECK: A detailed criminal history check is completed on all applicants. Additionally, all applicants are fingerprinted, and the prints are forwarded to the State Bureau of Identification and the FBI. A check for any PFA history, or history of domestic violence is included in the criminal history check.
DRIVING RECORD CHECK: A complete check on the applicants driving record, to include obtaining a certified copy of the applicants driving record shall be completed on all applicants. Points in excess of ten (10) shall preclude the applicant from employment. Additionally, any previous revocations or suspensions within the past three (3) year period will automatically disqualify the applicant from the process.
PHYSICAL FITNESS EXAMINATION : Applicants will be required to undergo a physical fitness examination administered by Cardio-Kinetics in Newark, DE. The exam shall consist of a Heart Risk Index, Exercise ECG Assessment (This test will be performed as either a Duration Test or as a V02 Max (oxygen uptake analysis) study as part of the treadmill Exercise ECG assessment), Abdominal Strength & Endurance Test,
Upper Body Strength Test and a Body Fat Measurement Test. Passing applicant percentile is 40%.
TRUTH VERIFICATION EXAMINATION REPORT: All applicants are required to successfully complete either a Polygraph or Voice Stress Analysis. The scope of these examinations will determine the applicant's truthfulness and honesty as it relates to his/her potential employment with the Ocean View Police Department. Any signs of deception may disqualify the applicant from the process.
SELECTIVE SERVICE REPORT: All male applicants are required to be actively registered with Selective Service. Assigned officers will confirm the status of the applicant with Selective Service, and document the applicant's Selective Service number and date of registration.
CITIZENSHIP VERIFICATION: All applicants shall be citizens of the United States of America. Applicants must produce documentation during the employment process to confirm citizenship.
CHIEF'S INTERVIEW: Applicants shall be required as part of the employment process, to undergo a one-on-one interview with the Chief of Police. The applicant's appearance, bearing, expressions, job knowledge, motivation and personality may be examined. Only the Chief of Police may make a conditional offer of employment to any applicant. Offers of employment shall be made to the applicant displaying the best overall performance in the applicant process.
CREDIT HISTORY: Applicants credit and financial history will be checked for any signs of character flaws, which would weaken the applicants status for employment with the Ocean View Police Department
BACKGROUND INVESTIGATION: Applicants will undergo a background investigation to include interviews with associates, co-workers, employers, and family members. Additionally, the applicant's personal habits, driving history, financial history and motivation towards police work shall be assessed. Background Investigator's must
recommend the applicant for employment with the Ocean View Police Department.
SUBSTANCE ABUSE SCREENING: All applicants will be required to submit to and successfully pass a pre-employment drug test.

APPLICANT COMPLETE THE FOLLOWING EXAMS:
PSYCHOLOGICAL SCREENING: Psychological Screening shall be done on all applicants. Screening shall include psychological testing, completion of a social history form and participation in a clinical and stress interview. The assessment shall follow guidelines established by the International Association of Chief?s of Police, Psychological Section, ADA and Delaware Council of Police Training Guidelines. All
applicants must be qualified intellectually and psychologically to perform the duties of a Delaware police officer.
MEDICAL EXAMINATION: Applicants shall undergo a comprehensive pre-employment physical examination to include chest x-rays, EKG, and vision/hearing exams. Applicants shall be free of physical defects, which would make them incapable of performing all of the physical challenges required of a police officer. All applicable Delaware Council on Police Training standards must be met to successfully complete this examination.
NOTE: THE CHIEF OF POLICE MAINTAINS THE RIGHT TO MODIFY THE APPLICANT REQUIREMENTS AT ANY TIME, TO ENSURE THAT ALL DELAWARE COUNCIL ON POLICE TRAINING AND OCEAN VIEW POLICE STANDARDS ARE MET.
